The intent of the New Product and Idea (NPI) website is to obtain information for the Government on new medical products and ideas, either for further development or for sale to the Government. It is not an acceptable substitute where other vehicles are more appropriate, such as responding to Requests for Proposals (RFPs), the Broad Agency Announcement (BAA) or Program Announcements (PAs), nor does it take the place of a pre-proposal that may be required by a BAA or PA.
Requests for Proposals (RFPs) and Invitations for Bids (IFBs) are used to communicate the Government's requirements to prospective contractors and to invite proposals or bids in response to those requirements. At a minimum, they describe the Government's requirement, the anticipated terms and conditions that will apply to the contract, information required to be included in the proposal or bid, and information describing how the submissions will be evaluated. These RFPs and IFBs are advertised on FedBizOpps, which may be accessed at www.fbo.gov. If you do not know the number of a particular RFP or IFB, enter "W81XWH" in the "Keyword/Solicitation #" block and press "Search". You may also access these RFPs and IFBs on the Army Single Face to Industry (ASFI) website, and may be accessed by going to www.acquisition.army.mil/asfi/sol_result.cfm. If you do not know the number of a particular solicitation, scroll down the list of contracting offices to identify the US Army Medical Research Acquisition Activity to find a listing of all solicitations for USAMRMC.
BAAs and PAs are competitive procedures intended to obtain research ideas, and are issued under the provisions of the Competition in Contracting Act (ClCA) of 1984 (Public Law 98-369). The BAA provides a general description of the Command's research programs, including specific areas of interest, general information, the evaluation and selection criteria, and proposal preparation instructions. Research proposals are sought from educational institutions, nonprofit organizations and private industry. The BAA is a continuously open announcement, and pre-proposals may be submitted at any time throughout the year.
PAs, on the other hand, are specific to a particular program. They provide a description of that program, specific areas of interest, the evaluation and selection criteria, and proposal preparation instructions. Some PAs may require the submission of pre-proposals, while others may require letters of intent. Research proposals are sought from educational institutions, nonprofit organizations and private industry. While the BAA is a continuously open announcement, PAs have specific due dates for pre-proposals, letters of intent and proposals, and such documents must be submitted by the date/time specified.
It is the policy of the Government to encourage the submission of new and innovative ideas in response to Broad Agency Announcements (BAAs), Small Business Innovation Research (SBIR) topics, Small Business Technology Transfer Research (STIR) topics, Program Announcements (PAs) or any other Government-initiated solicitations. When the new or innovative ideas do not fall under topic areas publicized under those programs or techniques, the ideas may be submitted as unsolicited proposals. Unsolicited proposals allow unique and innovative products or ideas that have been developed outside of the Government to be made available to Government agencies for use in accomplishment of their missions. Unsolicited proposals are offered with the intent that the Government will enter into a contract with the offeror for research and development or other efforts supporting the Government mission, and often represent a substantial investment of time and effort by the offeror. A new or innovative idea that does not fall under the topic areas publicized in the BAA, PAs, SBIR topics, STIR topics, or other solicitations, can fall within the definition of an unsolicited proposal as described above. In such cases, your submission through the NPI website will constitute the start of the "preliminary contact with agency technical or other appropriate personnel" described in FAR 15.604.
